sometimes a piece draws on so many timeless design elements that it offers an instant nostalgia. this is one of those pieces. scarabs: timeless! carved carnelian: timeless! low profile, ornate prongs: timeless! 

the carved scarab is nearly certainly from the hoards of Egyptian-revival carved cabochons that came out of the art deco era, which then showed up in jewelry from later eras. the setting's style dates this ring to the 1940s, which is very likely it's origin story.
